As the most powerful figure in the Galaxy, others occasionally refer to her as "Your Majesty" and "Your Highness". On the whole, she is both reasonable and well-intentioned, but has little patience for criminals. It seems that the Grand Councilwoman has a status as the supreme ruler of the Galactic Federation, and being a member of a council, it is reasonable to assume that she has been elected, though it is unknown how long her term lasts or when she was elected. The Grand Councilwoman is a fair but firm and strict member of the Galactic Council who wishes to preserve order in the galaxy. She can be extremely temperamental at times, especially when those under her employment disappoint her. She does have moments where she shows mercy, however, being all about the rules. Due to her limited knowledge of Earth and its various inhabitants native or otherwise , she has had no qualms about either landing military forces there or even destroying the planet outright to prevent any threat to the Federation. However, she would much rather spare Earth than destroy it if another solution can be found. The Grand Councilwoman was first seen in a courtroom with the other Galactic Leaders during the trial against Jumba Jookiba.

Originally an illegal genetic experiment created by mad alien scientist Dr. Jumba Jookiba to cause chaos across the galaxy , he is marked by his short temper and mischievous behavior traits that endear him to his friend Lilo, who adopted him as her " dog ". He is voiced by his creator and the film's co-writer and co-director, Chris Sanders , in all official media, except the Stitch! Lilo is a young girl with long, straight black hair and brown eyes. In the episode "Skip" where an experiment Experiment is used to skip time ten then another ten years, it is mentioned that older Lilo looks a lot like her sister Nani.

She is the leader of three other girls, Elena , Teresa , and Yuki , as well as the spokesperson of them. She is usually seen hanging around and playing with her three friends, or often on her own, and takes pleasure in making Lilo feel bad about herself. Mertle is an incredibly spoiled and sadistic little girl and the most unlikable character in the franchise. She is the leader of a clique of girls who follow her every command. She strongly dislikes Lilo and calls her mean nicknames, such as "Weirdlo" and "Freaklo", as well as always getting her in trouble for what she did. She is shown to be unforgiving and holds grudges against people, even when they apologize, as shown when Lilo apologizes for tackling and biting her earlier, she does not forgive her and only says rudely, "Apology not accepted. It is shown in the TV series that her "friends" aren't too fond of Mertle's mean and bossy attitude, implying that, despite the fact that they hang out with her, they don't actually like her, in fact, they sometimes leave her but then, come back eventually, for continuity's sake.
She began her career appearing in minor television roles before being cast as Samantha Darko in Richard Kelly 's cult film Donnie Darko. Between and , she played a supporting part in the HBO series Big Love , portraying Rhonda Volmer , a sociopathic teenager raised in a polygamist family.
